The soldeirs inquiry is the method to gain an Article V convention where people become the masters of the congress and the courts.

We the people are the rightful masters of both Congress and the courts, not to overthrow the Constitution but to overthrow the men who pervert the Constitution.

But there needs to be preparatory amendment to return enough constituionality for the people to reform their opinion of what "constitutional" is. Here is that concept and method.
